Opening a gym
How to Plan a Commercial Gym in the UAE: From Concept to Opening

Most gym projects that open late or over budget do not fail because of one wrong machine. They fail because decisions were made in the wrong order.
This guide sets out a practical sequence for planning a commercial gym in the UAE, from the first idea to opening day. It is written for investors, operators and developers planning a standalone gym, a boutique studio, a hotel gym or a residential community gym.
1. Start with the business case, not the equipment
Who the gym is for decides almost everything that follows.
- Target member: strength athletes, general fitness members, hotel guests and residents all train differently.
- Positioning: a premium club, a high-volume gym and a boutique studio need different space per member and different equipment.
- Peak capacity: plan for the busiest hours, not the average. Peak use sets the number of stations in each zone.
- Programme: classes, personal training and functional training each need dedicated space.
Write this down as a one-page brief. It becomes the reference for the site, the layout and the equipment list.
2. Choose a site that suits a gym
A unit that works for offices or retail is not automatically right for heavy equipment and high footfall.
Before signing, check the structure and floor loading with an engineer, especially for free-weight and plate-loaded areas. Confirm ceiling height for racks, rigs and overhead lifts, air conditioning capacity for a busy training floor, power for cardio equipment, and a delivery route wide enough for large machines. In mixed-use and residential buildings, plan for noise and vibration from the start.
3. Understand licensing and approvals early
Approvals depend on the emirate, the licensing authority and the free zone or master developer, so confirm them before you commit to a lease.
In Dubai, Executive Council Resolution No. (1) of 2020 treats physical fitness centres as sports establishments. The licensing authority may not issue or renew their licence without Dubai Sports Council authorisation, and the resolution sets requirements for premises, registered staff, equipment, safety and insurance.
Fit-out works also need permits from the authority for the area. The Dubai Development Authority fit-out permit, for example, requires approved drawings, the relevant no-objection certificates and a Dubai Civil Defence completion certificate. Have your layout and equipment plan ready when drawings are submitted.
4. Design the layout before ordering equipment
The layout turns the brief into a floor plan, and equipment should be chosen while it is being drawn.
Most commercial gyms combine cardio, selectorized strength, plate-loaded strength, free weights and a functional or performance area, plus reception, changing rooms and storage. Keep clear walkways, separate noisy and quiet areas, keep heavy lifting away from entrances, and use each manufacturer's footprint and recommended clearance rather than estimates.
Plan flooring zone by zone at this stage: free-weight and functional areas need more impact protection than cardio or selectorized zones.
5. Build the equipment list around how members train
With the layout fixed, the equipment list becomes a set of clear decisions rather than a catalogue wish list.
- Balance the mix of cardio, selectorized, plate-loaded, free weights and functional equipment to your members.
- Choose commercial-grade build made for long daily hours and many users.
- Check serviceability: how parts are supplied and who maintains each machine.
Infinity works with five international partner brands, MaxPump, PantheonTech, Arsenal Strength, Atlantis Strength and Gymleco, across plate-loaded, selectorized, cardio, free weights and functional training equipment. See how they differ in our partner brands section.
6. Budget for the whole project
Equipment is the most visible cost, but not the only one.
A realistic budget also covers flooring, delivery and installation, power and data points for cardio, accessories and storage, staff training on the equipment, preventive maintenance and spare parts, and a contingency for changes during fit-out and approvals.
7. Plan delivery and installation as a project stage
Installation goes smoothly only when the site is ready for it.
Before equipment arrives, flooring should be finished and protected, power points in place, the delivery route measured and other trades finished. Installation then covers assembly, positioning to the approved layout, levelling and anchoring where required, and a final check of every machine.
8. Prepare for opening day and long-term support
Opening day is the start of the equipment's working life, not the end of the project.
Agree a preventive maintenance plan, keep a record of every machine and its warranty, know how spare parts are supplied, and train your team on each machine. In Dubai, coaches and professional staff must also be registered with the Dubai Sports Council before they work at a sports establishment.
How Infinity supports gym projects

Frequently asked questions
Do I need a Dubai Sports Council permit to open a gym in Dubai?
Dubai's Executive Council Resolution No. (1) of 2020 defines physical fitness centres as sports establishments and states that the licensing authority may not issue or renew their licence without Dubai Sports Council authorisation. Confirm the exact requirements for your activity and location with the Dubai Sports Council and your licensing authority before you commit to a site.
When should I choose gym equipment?
Choose equipment while the layout is being designed, not after fit-out. Equipment footprints, weights and power needs affect flooring, electrical points, door widths and the delivery route, so late decisions often lead to rework.
What should a gym budget include besides equipment?
Plan for flooring, delivery, assembly and installation, electrical and data points for cardio equipment, storage and accessories, staff training on the equipment, preventive maintenance, spare parts and a contingency for changes during fit-out.
